If you want to be very nitpicky about it you could say that 
Wormtail's spell really wasn't designed to kill anyone. His main 
purpose was to blow a hole to the sewer below and stage his 
disappearence after setting up Sirius and making himself look like a 
hero. The fact that it killed people was just a very unpleasant side 
effect. The AK on the other hand is very deliberate and premeditated.
