I think it's because everyone except Dumbledore underestimates Hagrid, but 
especially the Death Eaters. The Death Eaters and their offspring completely 
disregard Hagrid as a clueless buffoon, whose only use is as a weapon 
against Dumbledore. This blind spot of theirs enables Hagrid to "hide in 
plain sight" and is why, as he says, Dumbledore trusts him with important 
tasks.

While others were mopping up Death Eaters and performing other high-profile 
tasks, Hagrid was looking after Harry and delivering him to safety, 
completely unhindered. The same thing happened when Hagrid went to Gringotts 
and carried the Sorcerer's Stone back to Hogwarts right under the nose of 
Voldemort/Quirrel. And he waltzes through Knockturn Alley as if he owns the 
place, without, apparently, arousing any suspicions despite the fact that 
Lucius Malfoy undoubtedly has eyes and ears there -- and I'll bet he, and 
therefore Dumbledore, knows a lot about that place as a result.
