Revisitng The Decree for the Reasonable Restriction of Underage Sorcery

The "Decree for the Reasonable Restriction of Underage Sorcery" 
states that an underaged wizard/witch cannot practice magic outside 
school.  Do you think the Hogwarts express is considered an extension 
of the school (Hogwarts)?  

In Chapter 11 "Aboard the Hogwarts Express", Hermione started to 
practice the summoning charms while travelling to Hogwarts on the 
train.  She wasn't reprimanded for this.  Strictly speaking she was 
not "in" school yet. 

Also, I think in the second book, the twins with HRH were playing 
with exploding snaps while on the train on their way home. Again, 
strictly speaking they were already "outside" the school.

What are your thoughts on this?  (A sickle for you thoughts?)
