Neville may not have flown a broomstick, but he has used magic before 
Hogwarts, too.

He had a uncle who was constantly dangling him out of windows and 
shoving him off piers and suchlike. He was so pleased that the time 
he let go of Neville to go get pie, and Neville bounced, that he 
bought Neville Trevor to celebrate that Neville really is magical.
