Just a random thought --

Maybe in such cases the MoM has to either: A) Magically "neuter" (so to
speak) the child so he can live a normal Muggle life; or B) Find the
child a foster wizarding family and cast a memory charm on the Muggle
parents so they forget they ever had a kid at all.
