I'm going to be a wet blanket here. I don't believe I have come across 
anything that would lead me to believe that there is a biological 
basis for magic as it is presented in the Potterverse. Mind you, I'm 
/not/ ruling out the possibility - but I'd like to point out that 
there are other possibilities as well. I envision it as more of a 
'birthright' - like an invisible sort of gift - generally passed down 
among families, but sometimes handed to someone /completely/ random. 
Rather than mutants or bastards, I would say that Squibs (and likewise 
mudbloods) are hiccups in the mystical continuum.
