I've wondered about this as well. Is it possible, perhaps, that the 
Fidelis charm can be enacted on an unsuspecting person? Of course I'm 
thinking of one of the Durselys, most likely Petunia since Lilly was 
her sister it's possible she might have a recessive gene in there 
somewhere.

Agreed. Certainly Snape is at Hogwarts for a variety of reasons not 
the least of which is personal safety but it's got to be more than 
just a case of simply hiding behind Dumbledore's skirts. 
(I know! Dumbledore is Snape's father! No....don't start...just 
kidding!)
