I agree with you. So does Dumbledore apparently. He tried to warn Cornelius
Fudge about it at the end of GoF but to no avail. "...you have put Lord
Voldemorts's most dangerous supporters in the care of creatures who will
join him the instant he asks..."
The only thing is I thought the Dementors took away all the good feelings
and left the person depressed because they were feeding on the depression
not the good feelings.
