I never thought the day will come when I have to protect Ron:
there is no evidence of his magical ability being "meager".
If he has some parallels in real life british educational system, that would
be an example of "laddish culture" - someone who works very hard
to impress his peers that he doesn't care about studies and does as little
work as he can possibly get away with. That's where all this putting
down of Hermione comes from.

Just my humble opinion.
