I don't think Krum is an animagus. He transfigured himself ("badly")
into a shark, but not all human-animal transfigurations are Animagus
transfigurations. Quidditch Through the Ages implies that they are
two different things (p. 1); a student is accidentally transfigured
into a badger in CS 11; and Hermione makes reference to human
transfiguration in GF 26 when they're strategizing for the second
task. She's talking about submarines, not animals, but the point is,
people can transfigure themselves without being Animagi.
