Well I suppose it's possible that because they did not have too much
money in the beginning, they were limiting the number of kids. This
may have changed when he got a ministry job. Or, perhaps after he
got his job at the ministry, well, Mrs. Weasly did say that Mr.
Weasly was working weekends too during the reign of Voldemort,
perhaps they just didn't have *time* to have kids. But then, they
did start having kids again (Percy, Fred & George, Ron) before
Voldemort was defeated, as Harry and Ron are the same age . . .

I'm hoping we will find out more about how Bill and Charlie felt
growing up in the terror of Voldemort. And if Percy is the way he is
due to when he was born? Birth order, or the end of Voldemort's
reign? I mean, here he is, baby of the family, then suddenly lots
more babies. I'm sure with Twins after him, the attention really
went away from him. And he's too young to play with his older
brothers.

Just some thoughts :o)
