IF, as we are arguing about, Gringotts IS the only wizard bank in the 
world, then why would they even worry about aiding a criminal? 
Chances are the MOM has very little, if any, power over Gringotts. My 
guess, is that Gringotts will deal with anyone as long as they aren't 
a thief. Come to think of it, they'd deal with a thief too, as long 
as s/he wasn't stealing from them. 

Sirius sent the cat to do his bidding so he wouldn't be seen by the 
other WIZARDS in the bank. Having the Goblins see him wouldn't have 
been a problem. Just my guess.
