Well, Diagon Alley exsists inside Muggle London and even has access to it 
through the Leaky Cauldron.  In fact Harry first enters Diagon Alley via 
muggle London.  My books are on loan to a friend at the moment so I cannot be 
100% sure about this, but people like you and me can't see the Leaky 
Cauldron.  Harry himself doesn't notice it until he and Hagrid are already in 
the doors.  Now, this being said, maybe the train has some sort of spells on 
it that prohibit muggles from seeing it.  But Harry and Ron, being student 
wizards -can- see it.  The car however, only has a faulty invisibility button 
so can be seen by regular people.  I think that Platform 9 3/4 is just a 
cover up that allows all the students to board the train w/o arising the 
suspicion of muggles as to why 1000 (or whatever number you believe to be at 
Hogwarts) kids are  boarding an empty train track.
