Are you so certain that it was Draco whom made the buttons, or rather 
someone else made them and Draco happened to taunt Harry (or as I 
call.... flirt... I'm a Draco/Harry shipper. I couldn't resist) with 
the button. 

For all we know, the Hufflepuffs could have made them because of 
their anger over Diggory not being the official champion and then the 
rest of the school put them on.
