nope, they don't have to be with him constantly.  They leave him with Mrs. 
Figg (who makes Harry look at picture books of all the cats she's owned, and 
since she's a witch [which we learn much later], why don't the pictures 
move??  That just occurred to me.).  Anyway, when they go off for holidays on 
their own, they leave him with Mrs. Figg, so they aren't with him all the 
time.  And they don't know she's a witch, from all we can learn in canon 
(unless I've missed something in upteen readings. . .) or they wouldn't let 
Harry near her.  They don't want his "magical tendencies" encouraged, so if 
they KNEW someone was a witch or wizard, they'd do everything they could to 
keep him away from them.  JMHO.
