So isn't it particularly odd that JKR has Pettigrew kill Cedric with Voldemort's 
wand? What's JKR up to? Is there a reason?

Authors do make mistakes. Perhaps it's just JKR conveniently overlooking 
details to get to the point and keep the tension high during priori incantatem. 
We know she's not perfect, but we don't know if it's on purpose or accidental.
