Either because it's required, or because his father
told him to because he 
wants to keep track of Hagrid's movements -- which
may mean that someone on 
Voldemort's side has actually noticed how useful
Hagrid is to Dumbledore.

   
I think Draco keeps this class because A: he is told
to keep an eye on Harry Potter, B: he likes to make
fun of Harry and Hagrid too much or C; it's because in
order to drop this class he must replace it with
something else, to keep up a certain amount of classes
he must have each and every term, there is probably no
other real easy class to take
