This is exactly who I thought of!  One very important thing about Fleur is 
that, though she seemed snotty but harmless in GoF, she's part veela, and 
remember what the veela were like at the World Cup?  Appearances can be 
deceiving, we've never seen Fleur's nasty side, but being part veela I'm sure 
she must have one.  And she may have liked Harry in GoF for saving her sis, 
but things can change.
