Actually, yes, there is.  At the first Quidditch match of PS/SS, Lee
Jordan's commentary includes, "a neat pass to Alicia Spinnet, a good find
of Oliver Wood's, last year only a reserve".  Clearly there ARE reserves. 
However, Harry also says later, "There isn't a reserve Seeker." (Ch.13
PS/SS)  So there may not necessarily be reserves for all positions, but
there are for SOME.
