I always thought that Filch was a good candidate for that person who 
manifests magical abilities 'rather late in life' and possibly this 
is how he comes by those newly aquired abilities.

However, I wonder if he would ever betray Dumbledore like that.  He 
is the only Squib that we've come accross so far in the story that 
lives in the wizarding world.  The other (the Weasley cousin), I 
believe, left the wizarding world for the muggle one.  I get the 
impression that Dumbledore offered Filch 'a place' in the wizarding 
community where everyone else had shunned him (same as Dunbledore did 
for werewolf!Lupin, ideas_beyond_his_station!Dobby, etc)
