Just for reference, since I listened to GoF with my too lazy to read roommate last night... Molly Weasley says that in the hospital when Dumbledore asks if he'll have her and Arthur's support and she says US Pg 711) "We know what Fudge is.  It's Arthur's fondness for Muggles that has held him back at the Ministry all these years.  Fudge thinks he lacks proper wizarding pride."
