The exact quote is, "...the Heads of the participating
schools are *always* (my stressing) on the panel...because
all three of them were injured during the Tournament of
1792, when a cockatrice the champions were supposed to be
catching went on the rampage."  

...which does NOT necessarily mean that Dumbledore, Maxime,
and Karkaroff were the same Heads of school as in 1792,
just that ever since that event the Heads have been given
that privledge..
