Prefects Who Gained Power

I cannot remember which book this is in (I'm not at my house, so ya know) but 
Percy was reading a book in Diagon Alley called "Prefects Who Gained Power".  
Is there any chance that any of the people we know were in that book?  We 
know James and Lily were Prefects (am I right?  Do you have to be a Prefect 
before Head Boy/Girl?  I'm not familiar with the system...) and Tom Riddle 
was one in his time.  Would they be in this book?
