As I understand it, Harry's main protection is some sort of 'ancient 
magic' that protects him when he is under the 'care' of his 
relatives, wherever they may be.  There is little more known about 
this magic, but I would guess that it is related to his blood bond 
with Petunia Dursley, his mother's sister.

Harry is not under a [i]fidelius charm[/i], as his parents were, 
because if he were, nobody would be able to contact him at all, other 
than the secret-keeper him- or herself.

Mrs Figg's role appears to simply be to monitor the neighborhood for 
magical threats to Harry.  I limit it to magical threats only, 
because Harry is repeatedly assaulted by Dudley's gang without 
intervention.
