You took me a little too literally. I simply meant that Hagrid bore
some responsibility for the death, not that he personally killed the
girl. It should have read something like, '...couldn't have been
Hagrid who was responsible for that girls death'. 

The point being that even the most superficial investigation would
have pointed out that these people weren't attacked by Hagrid's
spider. But they didn't care, they had a scapegoat, and they could put
the matter to rest. 

Just a thought.
