This still doesn't answer the question of why he doesn't have a wand, 
though.  Presumably if he's allowed to do magic openly, he should be 
allowed to have a wand with which to conduct that magic.  
 
Now me -

Perhaps he couldn't afford one at first (I don't know how much he's paid and
he does live simply but maybe he has something else he sends money on
*cough*dragon eggs*cough* <g>) and then simply hadn't got around to buying
one. After all a wand may seem vital if you're Ron but if you're Hagrid and
have been managing perfectly well without one for nearly 50 years it's
probably not top of your list of priorities.
