That's an excellent question, and I haven't a clue what the answer 
is, but I can think of two other instances off the top of my head 
where Snape is referred to as the potions master - once by Snape 
himself, and once by Lockhart:

Snape, after Lockhart says he can whip up the Mandrake draught to 
revive Mrs. Norris: "Excuse me,' said Snape icily, 'but I believe I 
am the Potions master at this school.'" (Ch. 9, CoS).

and Lockhart at the duelling club:  "Now I don't want any of you 
youngsters to worry - you'll still have your Potions master when I'm 
through with him, never fear!" (Ch. 11, CoS).
