It's been my impression that the distinction comes from Snape's duties
at the school that extend beyond teaching Potions classes. Eg. when
Snape was called upon to make the Mandrake potion in CoS (ch9), or the
Wolfsbane in PoA. In my mind, the fact he's the Potions professor is
separate from his title as Potions master, though it's only logical
that he's both.
