My take:

Penelope and Hermione were both studying in the library when Hermione
figured out the creature was a Basilisk.  They used a mirror to check
around the corner, and got Petrified.  I  assumed that Penelope wasn't
much of a Quidditch fan and was just in the library by chance.

And as for Harry and Ron "believing" she was coming from  the Slytherin
common room, they were grasping at straws.  I'm guessing that she and
ol' Percy were just in an abandoned classroom for a little kissy-face,
thus explaining why they were in the same area of the castle.

Don't think she's in cahoots with the Slytherins.  Don't think she would
have gotten Petrified if she had been.

It will be interesting to see what happens to old Percy.  He's such a
stickler for rules, but sometimes rules need to be broken.  I'm in a
camp that believes that there are a few rules that should never be
broken, but the "it's company policy" type rules are meant to be broken!

Pat, who thinks S.P.E.W. would be a great name for a band....
