I note Emma's posting on the subject of the differences. It's not an
insignificant change between the two editions, presumably JKR has never
explained its inclusion.

Crusties is another term for New Age Travellers, a no-nonsense bunch of
alternative folks who took to the roads in convoys (for mutual protection),
held festivals, and generally pissed off the establishment. I don't know how
many of them are still going, as they are no longer in the public eye the
way they were in the 80s and 90s when they attracted a lot of "moral panic"
from the media and state repression. But they were noted for wearing their
hair in dreads.
