Me:

Personally, I think they thought Harry had been
forgotten about until Harry had gotten the letter
from Hogwarts.  Of course this would negate any
continual monetary contribution for Harry's care.
 The reason I have that impression is how quickly
Harry was moved from his closet into the small
bedroom after receiving the letter - even over
Duddy Dinkums objections.
