No books, so this is from memory. But I always got the impression
that McGonagall didn't know Dumbledore was bringing Harry to the
Dursley's home to live. Her reaction, when Dumbledore says this, is
shock. She mentions that she has been observing them all day and they
couldn't be more different from wizards. Her dislike for the Dursleys
seems to be based solely on her observations that day. This to me
says she knew nothing about the Dursleys (did she even know they were
related to Lilly?) before that day.
I think she _was_ waiting for the "gossip", or rather the full true
story which she knew only Dumbledore could provide. She knew (how,
who knows) that Dumbledore was planning to arrive at 4 Privet Drive
that night, and so she waited there.
Not that I don't think she cares about Harry. I think she was
genuinely concerned for baby Harry when she learned he was going to
live with the Dursleys. But I don't think it was concern for Harry
that brought her to Privet Drive in the first place, rather a need for
information.
