After all of JKR's little tidbits I've decided that Dudley is the 
late blooming wizard that she told us about. 

I had thought of Filch (the embittered squib) and Aunt Petunia (the 
embittered and at the same time repulsed muggle) first, but then why 
not Dudley? He has blood relations to the Evans too and he's only a 
few years off.

But now I'm convinced. This article in BOOK has me counting on it.
