I had thought about this as a possibility a long time ago and I don't 
see why not.  As Steve has pointed it, Lily could be from Arthur's 
side of the family.  The whole theory could be possible because we do 
not know anything about Lily's heritage (and James, as well) and all 
we know about the Weasleys' is that they have a muggle cousin who is 
an accountant and some uncle called Billsomething from GoF, that's 
it.  You never know, it could be possible.
