The three dead people were Tom Riddle the elder -- i.e. Voldemort's father, 
who left his wife and son when he discovered she was a witch -- and *his* 
parents, i.e., Voldemort's grandparents.  All three were Muggles.  It was 
Tom Marvolo Riddle, Lord Voldemort, who killed them.
