I think the Weasleys are taking the time to make sure their children 
have a work ethic.  How many times do parents have kids do something 
they could do better and quicker ,just so the kid learns how to 
work?  Maybe if the kids came up with an effective spell, they'd be 
allowed to use it.  Of course, I can't think of one that doesn't 
involve blowing the garden to bits:)
