Sirius does imply a bit of a hierarchy within Voldemort's Death 
Eaters by saying that his brother wasn't important enough to be killed 
by Voldemort himself.  The inner circle of Death Eaters were the ones 
given the brands on their arms and were his 'lieutenants'.  It was 
they who were commanded to disapparate and apparate at his location 
wherever that may be.  (Interesting aside to the apparate spell - 
masters of this spell would be able to apparate accurately by homing 
in on Voldemort or some image imparted through the summoning?  This 
would have been an aumusing joke to play on Percy when he would 
apparate downstairs for breakfast - move his chair!)  The other Death 
Eaters freed from Azkaban may have been lesser members of the group.
