Not sent to arrest them.  But if he saw them robbing a
bank in front of him, then he would be expected to
act.

He had a job to do.  He didn't do that job.  He was
going to buy "get smart" potions instead of stopping
the sale (or checking to see if they were legitimate).
 That is not appropriate behavior.
