You do realize that ten DEs had just escaped from Azkaban so it was 
already known that the DEs or some of them were back.

GEO: Voldemort doesn't even look human. The guy has slits for eyes 
and seems to be lacking a nose. More so the fellow is like public 
enemy #1 and would be easily recognized. It would be like Hitler 
strolling into a public building without anyone recognizing him.
