I agree that this is what Rowling was trying to get across, but I still don't think it makes any sense. Dangerous? He's a Seriously Evil Wizard, and should be able to get inside in just a couple minutes. With a disguise, even a simple one, there'd be no chance of anyone recognizing Voldemort.
