WW seems to have presidential system without general elections. Minister of Magic have enourmous powers, just like US president.

Hate to break it to you kid, but the Wizarding world model is not the US. The US president does not have that much actual power to do things. He must be authorized to make policy by the Congress and the Senate. On the other hand, in the WW, Fudge is able to do pretty much anything he wants. Im not completely sure, but there is no evidence that he has to get anyone's ok before his educational decrees.
