removed from the tapestry, is able to control Kreacher.  Had Sirius 
had children they may have not been able to control him.  My 
thinking is once you are removed your kin is completely erased.  
Thus, Tonks was never on the tapestry..because in its mind she was 
never born.

Even Sirius couldn't really control him.  It was just a bit of 
illusion.  Besides Andromeda wasn't part of the household he was 
bound to serve.  He listened to Narcissa only because he wanted to.
