Well, I think Tonks was introduced as a new character because JK had already 
said that Harry would not become an animagus in the books. We already know 
he can grow regrow his hair overnight, and so I think its a way of 
intrducing a new 'talent' to cover the fact that he might not be able to 
change himself into an animal but he will be able to alter his apprearance 
at will.  Sorry if this idea has already been posted, I've been offline for a 
couple of months.
