I interject:

There are many other reasons Harry had to grow up apart from the WW 
than preventing him from being a prat. #1- he had to live with a 
blood relative to be protected from LV. There was much more 
Dumbledore wanted to prevent Harry from being exposed to beyond the 
adoration of wizards and witches everywhere and he put Harry to the 
Dursleys knowing he was putting him in horrible circumstances for ten 
dark years.
