Not quite. Let's quote CoS (chapter 3):
 >>"Ginny," said Ron. "You don't know how weird it is for her to be this

So, her shyness was just because she had a crush on Harry -- and since 
we know that books are from Harry's POV it is not surprising, that she 
was unnoticeable also in PoA. Her blooming in OotP was foreshadowed in 
GoF: she knew who was Hermione's date but didn't told boys, went to Yule 
Ball with Neville. Not to mention that in first three books she was a 
child, now she is a teenager, major change of character by itself.

Therefore I don't think her change is not plausible.
