I believe that when the dementors were first explained in PoA, it 
was stated that muggles can't see them, but can feel them.  Ah, 
here it is, on p. 187 of the US edition (ch. 10).  Lupin is 
talking: "Even Muggles feel their presence, though they can't see 
them."
