Remus Lupin said in PoA ('Marauder's Map'), 'Dementors are among the 
foulest creatures that walk this earth. [...]Even Muggles feel their 
presence, though they can't see them.' So whether Dudley is a muggle 
or a wizard he would feel Dementors. And to me it seemed that he 
didn't see them - he ran right at one, and later he seemed to think 
it was all Harry's fault. He didn't tell his parents of cloaked 
figures, simply said 'Him', so unless he saw a Dementor before (which 
is unlikely), I assume he meant Harry.
