How was James Head Boy without being a Prefect?

Mandy again: 
Golly, as I said in the first part of my post the headboy/girl is 
almost alway a prefect but there are exceptions.  In most British 
schools Headboy and Headgirl are chosen by the faculty.  Unless this 
has changed in the 15 or so years I've been out of school and gone 
democratic but I doubt it.
