Umbridge will be lucky if she doesn't end up in Azkaban for setting 
the dementors on Harry and Dudley, in full view of muggles.  I know 
no muggles saw the dementors, but still it happened in the middle of 
a muggle neiborhood.  She had no written order or authorization to 
do so, so she must have broken a few laws.
