I always assumed that Hedwig, of her own initiative, flew down to the
Dursley's around Christmas time and hung around annoying the Dursleys
until they finally gave her a present to take to Harry.

Remember that Hedwig flew all the way to France to find Hermione, just
to make sure Harry would have a birthday present. I can see Hedwig
doing the same thing every Christmas.

Just a thought.
